Items of Interest Week Ending JULY 23, 2021 NRC Accepted a Subsequent License Renewal Application from Duke Energy Carolinas On July 22, 2021, the NRC staff accepted a subsequent license renewal application (SLRA) from Duke Energy Carolinas, requesting an additional 20 years for the already-renewed operating licenses of Oconee Nuclear Station, Units 1, 2 and 3 (ONS). If approved for subsequent license renewal, ONS will extend its licenses to February 6, 2053, October 26, 2053, and July 19, 2054, for Units 1, 2, and 3, respectively. The review is scheduled to take 18 months. ONS is the sixth SLRA accepted for review.
NRC Held a Public Meeting on Draft Revision 1.2 of the Accident Tolerant Fuel Project Plan On July 22, 2021, the NRC staff held a public meeting with industry representatives to solicit stakeholder feedback on the draft Revision 1.2 of the Accident Tolerant Fuel Project Plan (Agencywide Documents Access and Management System Accession No. ML21188A117).
Approximately 65 representatives from industry and members of the public attended the meeting. Representatives from the Nuclear Energy Institute (NEI) and Framatome provided several high-level comments for the NRC staff to consider, and NEI stated their intent to submit a letter with further detailed comments by August 6. The NRC staff plans to consider the comments received while finalizing this revision of the plan.

Items of Interest Week Ending JULY 23, 2021 NRC Staff Met with the State of Indiana on the Process to Become an Agreement State On July 20, 2021, the NRC staff met with members of the Department of Homeland Security of the State of Indiana to discuss Indiana's intent to become an Agreement State (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21180A467). Topics included an overview of the Agreement process, the content of an application, and the criteria used to evaluate the application. This orientation meeting was conducted in person at the States offices in Indianapolis. The State of Indiana submitted a letter of intent to become an Agreement State on June 11, 2021 (ADAMS Accession No. ML21166A134).
NRC Staff Met with the Federal Permitting Improvement Steering Committee On July 23, 2021, the NRCs Chief Environmental Review Permitting Officer, the Deputy Executive Director for Reactor and Preparedness Programs, and Environmental Center of Expertise staff met with the new Federal Permitting Improvement Steering Committee (FPISC)
Executive Director, Christine Harada, for introductory discussions. The NRC staff provided Director Harada with an overview of NRCs regulatory framework and discussed FPISC activities and priorities, including the recently introduced Federal Permitting Reform and Jobs Act. FPISCs goal is to ensure timely, high quality, environmental decisions across the federal government.

Items of Interest Week Ending JULY 23, 2021 NRC Staff Participated in Nuclear Energy Institute Conference On July 14, 2021, the NRC staff made presentations at the annual Nuclear Energy Institute (NEI) access authorization (AA) / fitness for duty (FFD) conference. For AA, topics included the various federal databases being used and planned for use by the staff to enhance the criminal history check process, and the process for licensees to participate in the FBIs Record of Arrest and Prosecution (RAP) Back service. For FFD, topics included a review of summary drug and alcohol testing and subversion attempt data, and updates on rulemaking activities.
NRC Held Observation Meeting on Training and Qualification Regulatory Guide On July 15, 2021, the NRC staff held an Observation Meeting to discuss Revision 1 of Regulatory Guide 5.75, Training and Qualification of Security Personnel at Nuclear Power Reactor Facilities (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML21179A333). The meeting addressed comments and questions from NEI.
The NRC staff provided a presentation during the meeting in response to these comments and questions, and addressed questions that attendees posed verbally during the meeting.
