This refers to your letter dated July 1,1987, in regard to work performed by Testing Laboratories, Inc. , on military bases using licensed radioactive material.

As I indicated to Mr. Abeyta during our telephone discussion on July 15, 1987, the procedure by which your firm must obtain approval from NRC to use licensed material in NRC jurisdictional areas, such as military bases, under reciprocity with your New Mexico Radioactive Materials License has not changed and is a matter separate from that of the Air Force permitting system.

You should continue to file NRC Form 241 with this office prior to work conducted under reciprocity with your New Mexico license. Detailed procedures are included on the form. Forms are enclosed for your future use.

Although you included with your letter a copy of Form 241 dated October 7,1986, notifying us of work at Holloman AFB and White Sands Missile Range through October 1987, we did not previously have a copy in our files. We presume that

{ you filed it only with the Air Force at the time of issuance. We hereby acknowledge receipt of that application and authorize the work to proceed through the date requested, October 15, 1987.

Also find enclosed an application form and Licensing Guide as you requested during our telephone discussion. These may be used if you decide to file for a NRC license. As we discussed, a license is necessary if you intend to use licensed material at military bases in excess of 180 days in any calendar year.
