==Dear Sir:==

In Reference 1, the NRC transmitted a Request for Additional Information regarding Florida Power Corporation's (FPC) fire barrier system ampacity derating test results. Item I requested FPC to further justify the Ampacity Derating Factor (ADF) for 4-inch conduit protected by the MTS-1 fire barrier system. Using the FPC test data, Sandia National Laboratories (SNL) conservatively calculated an ADF for this fire barrier of 33% which was above the tested result of 23%. FPC responded in Reference 2 and agreed to use this conservative ADF value for the MTS-14-inch conduit fire barrier system until an alternative resolution was proposed. The NRC issued the Safety Evaluation for FPC's ampacity test report in Reference 3, and acknowledged FPC's agreement to use an ADF of 33% for the 4-inch conduit MTS-1 fire barrier system, f3 FPC has determined that additional testing to support the original ADF test data for this fire I          barrier system is not warranted at this time.              Therefore, FPC 'will continue to use the l          SNL-derived ADF of 33% for the MTS-14-inch conduit fire barrier system until such time that fy l          addition,al analysis or testing is conducted, reviewed, and approved by the NRC.
