              'On Friday, February 13,1998, at approximately 0411 hours, an Alert emergency classification was declared in accordance with Emergency Plan implementing Procedure (EPIP) EC-02," Emergency Classifications." EC-02 provides guidance for declaring an Alert if conditions exist which may warrant activating additional personnel and/or the Technical Support Center / Operations Support Center (TSC/OSC).
At approximately 0345 hours on February 13,1998, the Division 11 Nuclear System Protection System (NSPS) inverter tripped. The Division 11 NSPS inverter bypass power supply had been tagged out-of service previously for maintenance. This action resulted in a loss of Division 11 NSPS power causing the Reactor Water Cleanup System (RT) pumps
,              "A" and "B" to trip and the Residual llent Removal System (RllR) shutdown cooling suction inboard containment isolation valve. (E12F009) to close. Operator action was subsequently taken to manually trip the RilR pump A, resulting in a loss of shutdown cooling.
The Alert was declared at 0411 hours with the State orillinois and the NRC notified within approved timeframes. The TSC, OSC, and Joint Public Iriformation Center (JPIC) were activated at 0545,0526, and 0527 hours, respectively. The Emergency Operations Facility (EOF) and the lleadquarters Support Center (IISC) were also panially activated
,                per the CPS Emergency Plan.
During the Alert event, the NRC Resident was present in the TSC. An open communication line was maintained with the NRC Incident Response Center in Rockville, Maryland and the Emergency Response Data System (ERDS) was initiated. Several press releases were issued by the JPIC and one press conference was conducted.
.                RT pumps A and B were restarted at approximately 0626. RilR A was restored at approximately 0945 hours and the en,crgency was subsequently terminated at 1004 hours per EPIP EC-04," Alert." The State ofillinois and the NRC were notified of the termination within approved timeframes.
Critiques were conductea within the TSC, OSC, EOF, ilSC, and JPIC facilities immediately following termination of the event. A fact finding was conducted the morning of the 13th and a critique of the event was conducted on February 14,1998.
