Dear Ms. Garde:
This letter is in response to your letter of May 9,1988. In your letter you requested information as to whether Staff Counsel have executed the statement of non-disclosure attached to the revised protective order of March 26, 1986.
From my reading of that document, it is not necessary for Staff Counsel to execute the statement of non-disclosure. I have examined our files and spo-ken with previous Staff Counsel to determine whether they executed such statements. It is my understanding that they did not, due to the NRC's manu-al chapter governing the treatment of protected information by NRC employees.
In light of this Manual Chapter and the terms of the protective order, cur-rent Staff Counsel will not be executing the non-disclosure statement.
You also asked if there are any objections to your providing a descriptive list of the documents in your possession which contain information concerning some of Applicants' employees. It is my understanding from your letter that none of these documents were either generated by the Staff, or relate to Staff personnel. Therefore, assuming that you may otherwise release the information, the Staff has no objection to your providing counsel for minori-ty owners with a descriptive list of the documents in your possession.
