Dear Sir:

The Security Plan for License R 23 Docket 50-59 has been amended at the request of the Reactor Safety ,

Board at Texas A&M University as a result of the annual review of the Security Plan required by the Technical Specifications. '

Section 4.1 of the plan was changed to delete a reference to digitat locks that were to be installed because the work has been completed; in addition, a reference to the specific brand of locks to be employed was 4

deleted to allow flexibit.ty. Neither of these two changes decrease the effectiveness of the Security Plan, ,

and the changes have been approved by the Reactor Safety Board.
