Alabama Power Company's intent in Revision 15 was to upgra6e the background screening criteria from ANSI 18.17 to ANS 3.3., In addition, the Plan was revised to address the steps Alabtma Power Company takes in granting temporary access authorization.                Revision 13 contained a require-ment for the deve19r ent of two (2) character references as this was erroneously believed            io be done as a routine part of Alabama Power Com-pany's employment process.            Prior to issuing Revision 15, it was determined that character references are supplied by the~anplicant but are not veri-fled by Employment prior to hiring an individuali rather, the references are verified during the background screening process after employment. As such, Revision 15 did not include the requirement for verification of character references prior to granting temporary access authorization.

Revision 15 did not contain a commitment in section 1.3.4 that the three (3) years of uninterrupted trustworthy employment be with the j certifying contractor. It was Alabama Power Company's in tent to incor- i porate this commitrent. It vili. be added in the next rsavision to the )

Alabama Power Company does not issue temporary access authorization to security force members as Alabama Power Company does not believe that 10CFR73, Appendix B allows access authorisation to be granted. security guard applicants /new hires until after verification that the individual has no felony convictions that reflect on the reliability of the individual.

Section 1.4.2 of the Plan vill be' revised in the next revision issued after the date of this letter to clarify that security force members are given access authorization based on completion of an ANS 3.3 backgrount screening or three (3) or more years of uninterrupted employment by Alebama Power company.

Alabama Power Company hopes that these clarifications vill address the NRC's concern 3. Should you have further questions, we vill be glad to discuss them.
