SUBJECT:

STAFF REQUIREMENTS - SECY-96-231 - PROPOSED NRC GENERIC LETTER 96-XX, " LOSS OF REACTOR COOLANT INVENTORY AND ASSOCIATED POTENTIAL FOR LOSS OF EMERGENCY MITIGATION FUNCTIONS WHILE IN A SHUTDOWN CONDITION" The Commission has reviewed the subject paper and agrees that the proposed Generic Letter discusses an issue that has safety significance.

However, the public should be accorded a i

reasonable public comment period of no less thanR30 days prior to its issuance.

Certain references to GDC 34 and 35 should be replaced with more general language concerning regulatory and licensing requirements.

Specifically, the following revisions should be made to the,nroposed generic letter:

1.

In the Purpose section, add the following to the next to last sentence:

"and the requirements of their licenses."

2.

In the Requested Action (s) section, change the last sentence so it ends as follows:

"to ensure compliance with NRC regulatory and license requirements."

d 3.

In the Requested Information section, change the last sentence so it ends as follows:

"and any administrative controls that the licensee intends to use to control valve manipulations such that draindowns are precluded."

4.

In the Backfit Discussion section, delete "10 CFR Part 50, Appendix A, GDC 34" and "10 CFR Part 50, Appendix A, GDC 35."
