Dear Mr. Denton:
The purpose of this letter is to provide you with updated information concerning the shortage of SCRE personnel at Quad-Cities Station.
Reference (a) requested that CECO review our implementation schedule to ensure compliance with Reference (e), namely to have an SRO in the Control Room at all times as of July 1, 1982. References (b), (c) and (d) responded concerning the problem of not being able to meet this item. Basically, it was our commitment to provide an SRO in the Control Room on all shi'ts in March 1983, contingent on SCRE personnel in training obtaining their SRO licenses.
At the time Reference (d) was sent to the NRC, three tech-nical graduates were in SRO and SCRE training, three SCRE personnel were on-shift in the Control Room, and sn SRO class of three more technical graduates was being set up to begin in July, 1982.
Since that time the following has taken place:
- 1. An SRO class for three graduate engineers to become SCREs was l begun in July 1982, as planned. These personnel are scheduled
! to take their SRO license exam in late April 1983.

In early December 1982, one of the SCREs on-shift resigned from the Campany to take a position with the NRC in Washington.
- 3. In early March 1983, the SRO exam results were received concerning the 1982.
since February three SCRE candidates who had been in training One person passed the exam completed, to give us one more SCRE. The remaining two individuals each failed a portion of the test. Re-exams are currently being planned with the NRC, and it is hoped to accomplish the testing later this Spring. Both of these persons are qualified as STAS.
Four other technical graduates are available as qualified STA personnel.
One STA has recently begun SRO license training.
' In summary, at this point in time we have three SRO-licensed SCREs, two STAS who must re-take a portion of the SRO license exams to become SCREs, and three graduate engineers who will take their SRO license exams in April, 1983.
We request NRC approval to delay implementation of the requirement to have an SRO in the control room on all shifts until July 31, 1983. Again, this is contingent on the applicants successfully completing their SRO license exams. By July 31, 1983, we should have the exam results back from the two persons who must re-take portions of their SRO license exams, and from the three graduate engineers to be examined in late April.
The reasons for not using other SR0s to fulfill this require-ment are specified in Reference (d). We have no other alternatives but to request that the NRC approve the_ delay as described above. It is our belief that our proposed variance to NUREG-0737 for these items.
