Army Corps of Engineers:

The applicant proposes to construct a 500 kV transmission line over Briar Creek.

The transmission line would span the entire width of the river and would have a minimum vertical clearance of 46.9 feet above the approximate high water elevation of 54.0 feet.

The steel tower construction will utilize three 1,113 MCM ACSR conductors per phase.

The proposed work is part of the Plant Vogtle - McIntosh - Thalmann Project (Effingham - Pl. Vogtle Section).

This Joint Public Notice announces a requast for authorizations from both the U.S.

Army Corps of Engineers and the State of Georgia.

The applicant's proposed work may -also require local gosernmental approval.

Georgia Power Company proposes to span the swamp by using three towers 165 feet in height.

The fourth northern most tower would be ' 140 feet high.

Between tower 279 and 278 the minimum clearance would be 116 feet above Ebenezer Creek; between tower 278 and 277 the minimum clearance would be 112 feet; between tower 277 and 276 the minimum clearance would be 124 feet.

BACKGROUND The proposed project would cross the Ebenezer Creek Swamp.

This swamp was noticed 'in the Federal Register for inclusion in the National Natural Landmarks Program in'May 1976.

The Secretary of the Interior established the National Natural Landmarks

. Prc aram - in 1962 to

. identify and encourage the

- preservation of areas that are nationally significant examples of the Nation's.

natural.

heritage.

Ebenezer Creek. Swamp National Natural Landmark occupies 1,350 acres of the flood plain of Ebenezer Creek, a tributa ry of the Savannah Rive r.

It' extends for 4 miles in a more or -less east-west orientation from the bridge crossing of State - Route 953 to the creek's confluence with the Savannah Rive r.

The State

_of Georgia Description and Preliminary Policy on the Ebenezer Creek Swamp-

- indicates - an-area of 1,104 acres in the swamp itself.

Ebenezer Creek Swamp National Natural Landmark is located 5

miles southeast of Springf ield,

Georgia, and 30 miles north ot Savannah, Georgia.

The swamp is used primarily for recreational fishing.and boating.

(2) it crossed the swamp at a wide point; (3) there would have been poor construction access on the north side of the creek; and (4) it led into a more congested area on the north side of Ebenezer Creek c.

approximately 0.8 miles upstream from where it intersected the Savannah River.

This route was rejected because:-

(1) it crossed at a wide part of the swamp; and (2) it had poor construction access on the north side of Ebenezer Creek.

.It provided good construction - access because of the roadbed of Old Augusta ' Road.

Towera could be placed o'n hidher ground >(thet old roadbed itself) and thus reduce construction i di f ficulties.

The route also led into an. area of less congestion on the north side of Ebenezer Creek.

This. route was-rejected due to l conflicts with _the possible historically significant

-structures 'at the 'old creek crossing for Old Augut.t.a Road.

Route ' number 5 was an adjustment to route number-4.-

It was at a-point 300- feet west

-(upstream) of 'the point-where Old Augusta Road crossed-Ebenezer Creek.

This was. done to preserve the. area around the' crossing.

There is evidence of where the old bridge had been and some. parts of the bridge are still in place.

This route still provides ' good construction access on ~ the north side and still. leads into an area of less congestien.

This route ~also allows-taking advantage of high areas within - the swamp for siting of towers.

This then was determined to be the most-practical and i-- %.~ feasible route.

alternatives..One would avoid entirely the landmark

-while the_.other would cross the landmark at its western boundary.-

The following ~ are their results L

of these studies:

Route A (same as route number 1 above) would parallel the 'two existing Savannah Electric and, Power Company transmission lines located at the west end of Ebenezer Creek Swamp Natural Landmark.

This ' route would - go ' through a more-congested area south of the swamp.

After turning ' north, this route would go through congested e

areas necessitating the placement of more angle structures than are in the original route.

This route ' intersects the existing route at a point just east of Clyo-Stillwell Road.

This route is far enough to the east to avoid the glide slope of the

.Stillwell Airport.

This route would be 1.07 miles longer than the existing route; would cost approximately

$1,387,000 more and would occupy approximately 19 more acres.

Route B

would parallel the existing transmission line to a point just beyond Georgia Highway 275 - then turn west and continue in a western direction until it crosses the Seaboard Coast Line Railroad.

. After crossing the railroad, the route turns; north and passes approximately 1 3/4 miles west r of the town of Stillwell.

This would avoid the glid'e slope 'of ' Stillwell Airport.

This route stays out of. congested areas and intersects the existing route near the Seaboard Coast Line Railroad approximately ~-1 3/4 miles south of Clyo.

This route would be. 3.83 miles longer than the existing route and would occupy approximately 70 more acres.

Both Routes A and B'were rejected.

The normal method of-clearing all the trees

beneath the line in the main portion of the swamp would result in a open area 150 feet wide which would - become an open. water area in -the permanent flooded area of the corridor and a thick understory of shrubs and seedlings in the areas that are not permane'ntly flooded.

While the impact to wildlife may be insignificant and the acreage small

.(approximately 12 ' acres of the natural landmark and 2.1 acres of the 700-foot main portion of the swamp tota 1macres), there would.- be _an. impact f..e. o.
