Dear Mr. Collins:

This letter is to propose changes to Appendix B of the Fort St. Vrain Technical Specifications. These changes are proposed at the request of the Nuclear Regulatory Commission (NRC) in the referenced letters and reorganizes Appendix B into an Environmental Protection Plan (EPP) in accordance with present NRC practices.

The changes proposed in'this submittal are provided in Attachment 1, and the evaluation of the significant hazards considerations involved are provided in Attachment 2.

In accordance with the provisions of 10CFR170, we believe that the proposed changes are fee Class II since they serve only to provide conformance with present NRC practices.
