20555 Attention: Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Unit 2 Safety-Related Snubber Technical Specification Table Changes Gentlemen:

Based on a comprehensive review of the safety-related snubbers installed at Farley - Unit 2 and a plant walkdown during the second refueling outage, several changes to Technical Specification Table 3.7-4a, " Safety Related Hydraulic Snubbers," are needed. The changes are primarily a result of an effort by Alabama Power Company to ensure that all snubbers assumed to be operable for safety-related seismic stress calculations are included in the Technical Specification Tables.

Previously, only snubbers attached to safety-related piping were included in the Technical Specification; however, some snubbers attached to non-safety-related piping are assumed operable for safety-related seismic stress analysis and are therefore being added to the Technical Specification tables. Additional changes to the Technical Specification Tables are a result of recent plant design changes and typographical errors in the current version of Technical Specifications. The specific proposed changes are included as Attachment 1.

The snubbers tLat are being added to the Technical Specification Tables were included in the inspection programs performed during the second refueling outage. Since the Technical Specification Surveillance Requirements have already been completed on the snubbers that were not previously included in the Technical Specifications, the proposed changes to the Technical Specification Tables are administrative in nature.

Nuclear Regulatory Commission Page 2 Since this proposed change is administrative in nature and does not involve a change to previous safety analyses, a significant hazards consideration, as defined in 10CFR50.92, is not involved. These changes are similar to example (i) of " Examples of Amendments That Are Considered Not Likely To Involve Significant Hazards Considerations,"

listed in 45FR14870 dated April 6,1983. These changes are similar in that a purely administrative change is involved to correct errors in the technical speifications.

'oany's Plant Operations Review Committee has reviewed this prop. change to the Technical Specifications. The Nuclear Operations naview Board will review this change at a future meeting.

This proposed change is designated as Class II in accordance with 10CFR170.22 requirements since it is administrative in nature. A check for $1,200 to cover the appropriate amount of fees is enclosed.

In accordance with 10CFR50.30(c)(1)(1), three signed originals and forty (40) additional copies 'of this proposed change are enclosed. As noted by the distribution, a copy of this letter is being sent to the Alabama State Designee in accordance with 10CFR50.91(b)(1).
