Notification of Changes Affecting the Fort Calhoun Station (FCS) Physical Security Plan and Safeguards Contingency Plan Omaha Public Power District (OPPD) submits this letter concerning changes to the FCS Physical Security Plan and Safeguards Contingency Plan.

Changes have been made to the FCS Physical Security Plan in sections 6.1.1, 6.1.2 and 13.

Changes have been made to the Safeguards Contingency Plan in sections 4.2 and 7. The changes to manning have been implemented. The changes to the plans' physical security attributes will be implemented by October 29, 2004. These changes do not reduce the effectiveness of the FCS Physical Security Plan or the Safeguards Contingency Plan.

This submittal contains safeguards information (enclosed CD) and must be controlled in accordance with 10 CFR 73.21. If you have any questions or require additional information, please contact Mr. Alan Clark at (402) 533-6666.
