SUBJECT: SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 BASELINE SECURITY INSPECTION REPORT 05000387/2017403 AND 05000388/2017403

On May 25, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Susquehanna Steam Electric Station and the NRC inspectors discussed the results of the inspection with Mr. Brad Berryman, Site Vice President and other members of your staff.
 
The NRC inspectors documented one finding of very low security significance (Green) in this report. This finding involved a violation of NRC requirements. The NRC is treating this violation as a non-cited violation (NCV) consistent with Section 2.3.2.a of the Enforcement Policy. If you contest this violation or the significance, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region I; the Director, Office of Enforcement, U.S. Nuclear Regulatory Commission, Washington, DC 20555 0001; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspector at the Susquehanna Steam Electric Station.
 
A cross-cutting aspect was assigned to the finding in the area of Human Performance, Avoid Complacency. Specifically, Susquehanna Station personnel did not recognize and plan for the possibility of mistakes, even while expecting successful outcomes, and ensure individuals implement appropriate error reduction tools [H.12]. If you disagree with the cross-cutting aspect assignment in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region I; and the NRC resident inspector at the Susquehanna Steam Electric Station. Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from the Enclosure, the transmittal document is decontrolled. This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC's Public Document Room in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding." However, the enclosed report contains Security-Related Information and will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response "Security-Related Information-Withhold from public disclosure under 10 CFR 2.390" in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
