Dear Dr'. Murley:

This letter provides a response to open items 1 and 21 of the NRC safety evaluation of our response to unresolved issues related to post-fire safe shutdown methodology, dated April 26, 1990.

Open item 1 involves maintenance and surveillance of fire barriers required by Appendix A to Branch Technical Position APCSB 9.5-1.

Similarly, open item 21 involves surveillance of hatches that form part of required fire barriers.

The safety evaluation requested that we respond to both open items by August 1, 1990.

Section 2.1.2 of the safety evaluation states that the issue of Appendix A barriers will be addressed upon receipt of a technical specification amendment application or documentation of plant procedures providing an equivalent degree of protection.

We have elected to close out open items 1 and 21 by implementing plant procedures that will provide an equivalent degree of protection.

The required plant procedures are scheduled for implementation by November 1, 1990.

This letter has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
