specific policy statements, certain administrative staff m_anuals and in~tructions to *staff - be made av1;1i,lable to th~ public in physical a~d'electroilic "readJngrooms." Subsection (a)(3) of the FOIA provides that records not made available to the public under subs~ctions.(a)(1) or (a)(2) can be requested by the public.
