This letter is submitted as an Interim Report regarding Davis-Besse Nuclear Power Station Unit I reactor vessel surveillance capsule holder tube holddown mechanism as Str. J. D.

Lenardson, Toledo Edison Quality Assurance 5fanager, discussed by telecon with your Sir. D. liayes, NRC Region 111 Office of Inspection and Enforcement on April 8,1976.

The design of the subject holddown mechanism is viewed as a significant deficiency pursuant to 10 CFR 50.55(e).

The present surveillance capsule holder tubes are being removed and the reactor vendor, The Babcock and Wilcox Company, is attempting to complete the design modifications in time to install the modified system in the Davis-Besse Unit I reactor vessel prior to llot Functional Testing.

A definitive report of the deficiency, analysis of the safety implications. and the corrective action taken will be submitted to your office in accordance with 10 CFR 50.55(e) upon completion of our study of this problem.
