DIABLO CANYON POWER PLANT, UNITS 1 AND 2 - NRC WRITTEN RETAKE EXAMINATION REPORT 05000275/2007302; 05000323/2007302
Dear Mr. Keenan:
On December 7, 2007, the U.S. Nuclear Regulatory Commission (NRC) completed a written retake examination at Diablo Canyon Power Plant, Units 1 and 2. The enclosed report documents the examination findings, which were discussed on December 18, 2007, with Mr. David Burns.
The examination included the evaluation of one applicant for an instant senior operator license.
The written retake examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). The NRC examiner evaluated the competency of one applicant for an instant senior operator license at Diablo Canyon Power Plant, Units 1 and 2. The facility licensee developed the examinations using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9. The written examination was administered by the facility on December 7, 2007. The operating tests portion of the examination was waived based on the candidate having previously passed that portion of the examination on April 2-6, 2007. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

.1 License Applications
a. Scope
The examiner reviewed the license application submitted by the licensee to ensure the application reflected that the applicant satisfied relevant license eligibility requirements.
The application was submitted on NRC Form 398, Personal Qualification Statement, and NRC Form 396, Certification of Medical Examination by Facility Licensee. The examiner also audited the license application in detail to confirm that it accurately reflected the subject applicants qualifications. This audit focused on the applicants experience and on-the-job training, including control manipulations that provided significant reactivity changes.
b. Findings
No findings of significance were identified.
.2 Operator Knowledge and Performance
a. Examination Scope
On December 7, 2007, the licensee proctored the administration of the written examination to one applicant. The licensee staff graded the written examination, analyzed the results, and presented their analysis to the NRC on December 17, 2007.
The applicant had previously passed all portions of the operating examination administered by the NRC on April 2-6, 2007. The details of that operating examination are recorded in NRC Examination Report 05000275/2007301; 05000323/2007301.
Therefore, the operating portion of the examination was waived for this retake.
b. Findings
The applicant passed the written retake examination. The text of the examination questions, the licensees examination analysis, and the licensees post-examination comments may be accessed in the ADAMS system under the accession numbers noted in the attachment.
Chapter ES-403 and Form ES-403-1 of NUREG 1021 require the licensee to analyze the validity of any written examination questions that were missed by half or more of the applicants. The licensee conducted this performance analysis for all questions missed by the applicant and submitted the analysis to the chief examiner on December 17, 2007. The analysis concluded that all missed questions were valid and indicated knowledge weaknesses on the part of the examinee. Remediation was conducted during examination review with the applicant.
.3 Initial Licensing Examination Development
a. Examination Scope
The licensee developed the examination in accordance with NUREG-1021, Revision 9.
All licensee facility training and operations staff involved in examination preparation and validation were on a security agreement. The facility licensee submitted the written examination outlines on August 15, 2007. The chief examiner reviewed the outlines against the requirements of NUREG-1021, Revision 9, and provided comments to the licensee. The facility licensee submitted the draft examination package on September 26, 2007. The chief examiner reviewed the draft examination package against the requirements of NUREG-1021, Revision 9, and provided comments to the licensee on the examination on October 15, 2007. The licensee satisfactorily completed comment resolution on December 5, 2007.
b. Findings
The NRC approved the initial examination outline and advised the licensee to proceed with the examination development.
The examiner determined that the written examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.
