The purpose of this brainstorming and scoping workshop is to allow the NRC staff and interested stakeholders to provide specific ideas or areas for changes to the fuel cycle licensing and oversight programs. Specifically, the NRC staff wants to engage with all interested stakeholders on two recently issued working group (WG) charters to identify improvements to the fuel cycle facilities licensing and oversight programs. The NRC staff would like to gather stakeholders ideas for transformation and innovation in the licensing and oversight programs.

General Details:

The NRC conducted a workshop where members of the NRC staff, industry representatives, representatives from the Nuclear Energy Institute (NEI), and a member of the public provided specific ideas or areas for changes to the fuel cycle licensing and oversight programs.

Approximately 40 people participated in the meeting, both in-person and remotely using a Webinar and a teleconference line. The meeting began with an introduction of NRC staff and a review of meeting ground rules, followed by presentations from the NRC and NEI.

Summary of Presentations:

The NRC provided an overview of the WG charter purpose, WG tasks and proposed schedule for the completion of the initiatives. In addition, the NRC staff provided perspectives on the initiatives and provided examples of areas for further consideration to improve the oversight and licensing programs. The NRC slides are available via ADAMS at Accession No. ML19135A612.

Enclosure 1

The NEI provided a presentation with input and perspectives on the NRC initiative to improve the oversight and licensing programs. The slides from NEI are attached to this summary in .

After the presentations the NRC staff engaged in an open discussion with the attendees on areas of enhancement for the oversight and licensing programs. A summary of the feedback received is attached in Enclosures 3 and 4 respectively.
