SUBJECT: ZION NUCLEAR POWER STATION (PERMANENTLY SHUTDOWN) INDEPENDENT SPENT FUEL STORAGE INSTALLATION  NRC SECURITY INSPECTION REPORT NOS. 05000295/2013405(DNMS),
05000304/2013405(DNMS) AND 07201037/2014401(DNMS)
Dear Mr. Sauger:
On December 19, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an initial
security inspection of the physical security program for the Independent Spent Fuel Storage
Installation (ISFSI) located near the Zion Nuclear Power Station (ZNPS), Zion, Illinois.  The purpose of the inspection was to verify that the security program and protection for the ISFSI was in compliance with the NRC approved ISFSI Physical Security Plan (PSP), Safeguards
Contingency Plan (SCP), Training and Qualification Plan (T&QP), NRC regulations with approved exemptions, and NRC Security Order EA-11-268 before fuel transfer to the ISFSI pad
occurs.  In addition, the inspection also evaluated the implementation of the Material
Control and Accounting (MC&A) Program in accordance with Title 10 of the
Code of Federal
Regulations (CFR) 72.72; and the handling and storage of safeguards information.  At the conclusion of the on-site inspection on December 19, 2013, the inspectors discussed the
inspection findings with Mr. G. Bouchard and members of your security, licensing and ISFSI
project management staff.
 
The inspection also examined activities conducted under your license as they relate to security
and compliance with the NRC's rules and regulations and with the conditions of your license. 
The inspectors reviewed selected procedures and records, observed activities, and interviewed
personnel.  The enclosed inspection report documents the inspection results. Based on the results of this inspection, no findings of significance were identified.
Enclosure Contains Sensitive Unclassified Non-Safeguards Information.  When separated from the enclosure, this transmittal document is decontrolled.
