ITEM 1.

The exact cause of the January 25th accident is known and eliminate'd.

~Res onse:

The cause of the steam generator tube rupture and Rochester Gas and Electric Corporation's repair program are discussed at length in Section 5 of the enclosed NUREG-0916.

ITEM 2, There is realistic and workable emergency warning systems and evacuation plan that covers all of Wayne and Monroe Counties.

/

~Res onse:

Radiological emergency plans for the Ginna Nuclear Plant have been developed by the licensee, Wayne and Monroe Counties, and.the State of New York.

A prompt alert and notification system consisting of.a combination of sirens and tone alert radios has been established in accordance with regulatory criteria for the plume exposure pathway Emergency Planning Zone, an area within about 10 miles of the plant.

A study has also been performed of the estimated times to evacuate the population. within 10 miles.of the plant.

Evacuation is considered one of several protective actions available to decision.makers in the event, of an emergency at the Ginna plant.

Emergency plans have also been developed for the ingestion exposure Emergency Planning Zone which extends for 50-miles around the plant.

The licensee,

local, and State emergency plans were tested in an integrated manner during.a fullscale exercise on January 21, 1982, which was observed by representatives of the.NRC, FEMA and other agencies.

These same emergency plans functioned effectively during the steam generator accident on January 25, 1982.

ITEM 3.

There is a safe means for disposing of radioactive waste created by Ginna.,

Response

The issue of radioactive waste disposal is discussed in Chapter 8 of the enclosed NRC Annual Report to Congress (1980).

ITEM 4.

An independent monitoring system is established at the Ginna Site-.

The NRC's independent monitoring system is described in the enclosed NRC Annual Report to Congress (p-141).

Also enclosed is the latest edition of NUREG-0837, NRC TLD Direct Radiation Monitoring Network, which documents the radiation exposure

'imits measured by the NRC's monitoring system in the vicinities of NRC - licensed facilities throughout the country.
