NUCLEAR MATERIALS USER OPERATING EXPERIENCE REPORT FY2023 The purpose of this memorandum is to provide the annual operating experience (OpE) report and international events for FY2023. The Nuclear Materials User OpE assessment supports technical and licensing staff, inspectors, and management by providing insights that can inform future inspections and licensing reviews. The annual report (see Enclosure 1) provides an analysis that identifies trends in operational data and makes recommendations to improve our regulatory programs. The purpose of the international events (see Enclosure 2) is to share safety-significant nuclear and radiological events with our stakeholders.
The recommendations from this assessment were presented to Ken Erwin (NMSS/MSST),
Jared Heck (RIII/DRSS), and me on December 5, 2023. The report includes recommendations supported by management and is available for consideration by senior management.
The guidance in NMSS Office Procedure NMSS-70-13, NMSS OpE Program (ML22040A122),
