Dear Mr. Secretary:

I am pleased to submit the U.S . Nuclear Regulatory Commission's (NRC's) 2022 Annual Historically Black Colleges and Universities (HBCU) Plan. The plan includes the NRC's efforts to strengthen the capacity and competitiveness of HBCUs in pursuing opportunities to participate in Federal programs and initiatives. The NRC's plan is consistent with Executive Order 14041 , "White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity Through Historically Black Colleges and Universities" dated September 3, 2021 , and the HBCU Promoting Apprenticeships through Regional Training Networks for Employers Required Skills (PARTNERS) Act dated February 1, 2021 . The NRC has placed a great deal of focus on this area . Recently , the Commission directed the agency staff to develop a strategy to reconstitute our Minority Serving Institutions Grants Program ,

which is a critical component of our overall HBCU plan going forward .
