Discuss process for licensees to incorporate RG 1.200, Revision 3, in existing risk-informed applications that were originally approved using a previous revision.

Discussion
* When a risk-informed application is approved, the version of RG 1.200 used to support the application is incorporated into the plant licensing basis (either explicitly or implicitly)
* Changes to the licensing basis (such as using a different revision of RG 1.200) need to be evaluated for the need for prior NRC review and approval
* 10 CFR 50.59 provides criteria unless there is a more specific change control process in the code (e.g., 10 CFR 50.54(a), 10 CFR 50.55a, etc.)
* Licensees are responsible for performing this evaluation and the evaluation is subject to inspection 3}}

Purpose:
