Enclosed is Millstone Unit 1 Northeast Utilities Quality Assurance Program Topical Report Revision 0, Change 1. This is an entirely new document, applicable to Unit 1 only.

For licensing purposes, Revision 0 of this Unit 1 Quality Assurance topical report was defined as Revision 21 of the original Northeast Utilities Quality Assurance Program (NUQAP) Topical C

Report. Revision 0 was not issued for use. Change 1 is the initial version being issued to the Unit for use. Changes from Revision 0 are in bold anditalics with a revision bar in the right margin, except in Section 1.0 and in Appendix G. Section 1.0 was entirely re-written, so change bars would not have been meaningful. Appendix G is entirely new, so all change notations were omitted.
