I approve the staffs plan to implement DSI 22 as preserd j in SECY-97-220. | |||
I agree with the Chairman's comment that the staff should clearly define the scope of activities meeting the definition of confirmatory research, and that the staff should provide the reasons for retaining any such activities in the program offices. | |||
I look forward to the completion of transferring rulemaking functions, staff and funding to the program offices by the end of February,1998. | |||
