Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318 Fitness for Duty On Thursday, April 22,1999, Baltimore Gas and Electric Company made a voluntary call to the NRC Operations Center (Event No. 35619) concerning a Nuclear Regulatory Commission-licensed operator who, following a random fitness-for-duty test, was determined to bejust below the reportable limits for 10 CFR 26.73 for influence of alcohol.

Additional information is being made available in Attachment (1), Licensed Operators Fitness-for Duty Questionnaire. Specifics of personal information are contained in Attachment (2), which we request be withheld from public disclosure in accordance with the provisions of the Privacy Act and 10 CFR 2.790 Should you have questions regarding this matter, we will be pleased to discuss them with you.

The operator participated in watch relief tl'at included a walkdown of the control boards reviewing the Unit status and receiving Unit status turnover information from the off-going watchstanders. He assumed the duties of the Reactor Operator. He did not have any assigned activities from the time he assumed the watch until he reported for random screening 5.

Whether the operator was involved in procedural errors related to this occurrence. Ifso, please provide the details ofthe' procedural errors and the consequences ofthe errors.

The operator was not involved in any procedural errors related to this occurrence.

Your intentions with regard to the operator's resumption ofduties under the 10 CFR Part 50 and Part 55 licenses, includingyourplansforfollow-up testing.

Access authorization to the protected area was suspended until he had an Employee Assistance Program evaluation and an evaluation as it related to access authorization by Baltimore Gas and Electric Company's psychologist and Employee Assistance Counselor. He is attending an inpatient treatment and education program, and will have weekly follow-up appointments with the Baltimore Gas and Electric Company psychologist, and will be placed in an accelerated l

testing program that mirrors the follow-up testing for individuals with a second drug positive in
