Notification of Unusual Event on Thursday, September 1, 1988, at 2250 hours, a Notification of Unusual Event (NOUE) was declared in accordance with Emergency Plan Implementing Procedure EC-02 Emergency Classifications. This procedure requires that a NOUE be declared if the High Pressure Core Spray (HPCS) initiates and injects.
Clinton Power Station was operating at approximately 100% power in Mode 1.
On Thursday, September 1, 1988, at 2240 hours the High Pressure Core Spray (HPCS) system initiated and injected water into the reactor for a period of 28 seconds. The automatic initiation occurred while maintenance surveillance activities were in progress on a reactor water level transmitter.
The State of Illinois was notified of the NOUE at 2300 hours on Thursday, September 1, 1988; the Nuclear Regulatory Commission (NRC)                                            '
Incident Response Center was notified at 2336 hours; and the NRC                                                L Resident Inspector was notified at 2330 hours.                                                                  '
The plant responded by shutting the injection valve and securing the HPCS pump. Plant operating parametors were checked and verified to be                                          .
operating within normal limits.
The Shift Supervisor terminated the NOUE at 2300 hours.              Since the NOUE only lasted approximately ten minutes, the notifications to the State of Illinois at 2300 1.ours and the NRC Incident Respons: Center at 2336 hours included the NOUE termination.                                                                            !
