April 18, 1988 M. J. Ray LF SW 1055-C APRIL 14 HEETING WITH HSBII REPRESENTATIVES TO DISCUSS UPCOMING NRC ENFORCEMENT CONFERENCE ON I&M ,

The subject meeting was held with HSBII to' Esther pertinent f acts /information regarding preparation for the upcoming NRC enforcement conference. TVA's attendees, besides you and I, were Dick Parker, Rick Levi, and Walt Joest and HSBII representatives were Bill Higginbotham, Chuck Lyons and Chuck Ireland.

The meeting was requested by TVA via Dick Parker's April 8 memorandum to Bill Higginbotham.

HSBII was very open and cooperative and provided a number of documents and information which will be useful in preparing for the enforcement conference.

The following is a list of major points discussed in the meeting.

1. HSBII did an investigation into this issue but not from an I & H perspective. 5. HSBII does not believe they have ever received any allegations of I & H before. They will check and get back to us. .

6. NCR 56-09 was signed off by the A!:I who noted "signed as directed by management." HSBII said this was not unusual and in fact, they encouraged ANI's to do this if they had a problem, or to let their Jupervisor sign off for them. HSBII will check for documentation of this in training or procedure documents.

7. As part of the steps taken by MSSII noted in item 1 above, management audits of ANI Daily Inspection records for quality issues and acceptability of disposition were conducted for about one year. M5BII wi.1 provide us with documentation of this.
3. Acceptance by H5311 of the "use as is" dispositioning (i.e., no hydro required) of NCR 56-09 appears to be based on mi s c onnun ic a t ion /mi sund e r s t a nd ing . The ANI's are not required to inspect 100% of welds during the hydro tests of the flued head penetrations to meet Code requirements. However, the certificate holder (TVA) wusst observe all welds during hydro. This point of who had to de 100%
