: 1. I approve issuance of the letters under the signature of the EDO, and agree with Cmr. McGaffigan that the recent chango in enforcement policy should be referenced in the letters.

I agree that it is, and has been, each licensee's responsibility to know their plant's licensing and design basis, to have appropriate documentation that defines and maintains these bases, and to have effective processes for performing the necessary assessments of plant or procedure changes required by NRC regulations.

Request No.1 should include a request for a status and schedule of current design basis management program activities for programs that were approved and implemented prior to the issue date of the 50.54(f) letter, and to eliminate the request for programs that are only in the planning stage. This information is usefulin focusing NRC resources on the current state of the facilities and away from promised improvements that have not always been implemented in the past. To maintain consistency, conforming changes to the rest of the letter should also be made.
