In Illinois Power Company's letter to Mr. Frank Jablonski, NRC Region III, (Ref. U-10024, 1606-L, dated January 17, 1983), Illinois Power agreed to notify Region III of those 10CFR Part 21 defects that affect Clinton Power Station and that were previously reported to the Commission by vendors or contractors.        In accordance with that agree-ment, the following information is submitted:
On February 1, 1985, General Electric Company noti-fled Illinois Power Company of a potential 10CFR21 defect affecting the Clinton Power Station.
The defect was identified as the failure of an act-uator to valve stem coupling during testing of a Hammel-Dahl 2500f valve. Further investigation of the valve coupling design determined that the failure was the direct result of an improper test setup.
General Electric Company concluded that it was not reportable within their scope of supply.                However, since it was not known to what extent these valves were used in Balance of Plant applications or PWRs, this condition was reported as germane to safety.
