NRC MOTOR-OPERATED VALVE CLOSE-OUT INSPECTION REPORT

NOS. 50-254/96018(DRS); 50-265/96018(DRS)

Dear Mr. Kraft:

On November 22,1996, the NRC completed a motor-operated valve (MOV) close-out

inspection at your Quad Cities Nuclear Power Station facilities. The purpose of the

inspection effort was to determine whether activities associated with Generic Letter 89-10, " Safety-Related Mote Operated Valve Testing and Surveillance," were sufficiently

complete to close-out the GC's review of your motor operated valve program. The

enclosed report presents the results of that inspection.

Areas examined during the inspection are identified in the report. Within these areas, the

inspection consisted of a selective examination of procedures and representative records,

interviews with personnel, and observation of activities in progress. At the conclusion of

the inspection, the findings were discussed with those members of your staff identified in

the enclosed report.

Based on the results of the close-out inspection of Generic Letter 89-10, we have

determined that your motor operated valve program and implementation at Quad Cities are

acceptable, and meet the intent of Generic Letter 89-10. Program documentation and test

data provided an adequate basis to conclude that all Generic Letter 89-10 program motor

operated valves would perform the intended safety functions under design-basis

conditions. Accordingly, we are closing the NRC review of your program. However, we

are concerned that there had been no assessments of the motor operated valve program

by your site verification group since mid 1994 and none had been planned for the future.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room.
