TECHNICAL ASSISTANCE REQUEST: SEAMAN h0 CLEAR CORPORATION This is in response to your Technical Assistance Request received September 10, 1987, concerning the training program provided to Seaman Nuclear Corporation's customers. Below are comments on the information supplied by l

Seaman's Nuclear concerning their training program:

o Seaman Nuclear Corporation needs to provide an outline of the minimum training and experience required to be deemed a course instructor. It is not clear whether Harry Seaman has had a 40-hour formal course similar to the 40-hour health physics course referenced in item 3 of Seaman's April 13, 1987 letter.

o It is our understanding that Seaman Nuclear Corporation does not provide training for instructors of Seaman's training courses. In accordance with this understanding any instructor for a Seaman's training course not conducted by Seaman Nuclear Corporation should have the training stated in item 7 of the Draft Regulatory Guide entitled, Guide for the Preparation of Applications for Licenses for the Use of Sealed Sources in Portable Gauging Devices.

o Item 6 of Seaman Nuclear Corporation's April 17, 1987 letter states that the Operator's Manuals and Radiation Manual provided to the users will be identical to th? manuals that were e,ubmitted in support of their certificates of registration. Upon review of these manuals, it has become apparent that these manuals need to be updated. A request for the updating of the manuals has been sent to Seeman Nuclear Corporation (see Attachment 1).

In order to perform a complete review of Seaman Nuclear training course, we believe an audit of the course is necessary. Don Mackenzie is scheduled to audit the course on November 6, 1987, at Seaman's Oak Creek facility.
