Phone call with Joe Davis. Foster Wheeler, 11:30-11:45 AM, 9/11/95.
1 After discussing your 9/7/95 site visit on above allegation. I called Joe Davis to get a few more details. He provided the following:
As the Site Health & Safety Coordinator. and as allowed by !
procedure. he met with the electricians during the week prior to August 6. and went over their work assignment, and authorized i their access without the need for the 6 hour6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> training course.
They did sign in on the RWP'and sign-in sheet during that week.
He said there should have been a sign-in sheet for August 5 and 6 because he put one out for them to use. He will look for these sheets and fax them to me. Ile said the electricians were authorized to work,with booties only based on the work going on at the site at that time and based on the work they were to do.
Their work was to only install the main electrical panel for the main feed coming into the building. When done, they were supposed to tour the buiIding looking for what other needs they may have for additional work to be done such as stringing lighting While working. an individual from B. Koh & Associates came in started walking around and taking pictures. B. Koh has the contract for the remediation work exterior to the building. This person had no authorization to be in the building. The electricians approached the individual and asked him what he was doing. He got defensive and said he was taking pictures of the i exterior areas around the building and was doing Engelhard a I favor by also taking pictures inside. The electricians requested the individual to leave. According to Davis. this individual was not wearing any anti-C's or hard hat, and had not signed in on any RWPs or signin sheets. In fact, there was some speculation l
that he was really in trying to get some photos of a
" competitors" equipment. The individual did leave, but they 1 l could not verify he frisked out, but routine surveys have not identified and contamination problem outside the RP area.
Followup Call by Joe Davis, 12:10 PM. 9/11/95 Joe said he was told by his staff that he dropped tne ball and never posted the sign-in sheets for the weekend of August 5-6.
l He said the electricians therefore signed in on the Friday August
- 4 sheet. He will fax them to me. lie also stated that only 2

electricians were working that weekend.

, On 8/23/95 at 8:20 am, Mike Weber (DRSS) received a call from a concerned individual (CI) who was present at the above listed company last weekend. The CI-stated that during the weekend, when the facility was shut down and only a few workers'were present, he observed some electricians installing lighting.
The electricians were working by themselves (without any coverage from the Health Physics (HP) staff), and were not wearing any type of protective
' clothing, radiation monitors, etc. An engineer observed the electricians and requested that they leave the work location and report to HP.
[ Note from M. Weber - the above information is what I heard over the phone.
During the rest of the phone call, we were constantly interrupted by an operator informing the CI that additional money was needed to continue the call, I repeatedly asked the CI if he'd like to call collect, but he never responded, he just kept talking - this was occurring at the same time that the operator was asking for additional money. Therefore, it was very difficult to i hear the CI, so the next paragraph is the best that I can piece together.] ,

Shortly thereafter, someone from Foster-Wheller, the contractor responsible for the site decontamination work, ordered the engineer off site, claiming i that the engineer shouldn't have told the electricians to go to HP, and that i the engineer shouldn't have been taking photographs. The CI expressed concern that the electricians were working without HP support. He also aidn't think that it was right that the engineer was ordered off site. l The CI then abruptly terminated the call before Mike could obtain the CI's name, address, or telephone number.
