Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416 and 50-417 License No. NPF-13 File 0260/L-350.0/L-860.0 NRC Staff Advisement of Past Due Licensing Submittals AECM-83/0040 Your letter to Mississippi Power & Light (MP&L), dated January 12, 1983, identified certain licensing submittals which, by your records were overducs With regard to those items affecting the final Safety Evaluation Report (SER) supplement, your letter indicated that the Grand Gulf licensing schedule could be adversely impacted. The information provided here is submitted in response to your request, referenced above.
(1) Deep Draft Pumps - Trending Analysis.
The subject trend analysis program (summarized) was submitted by MP&L, consistent with the committed schedule, in letter AECM-82/491, dated October 18, 1982 (attached). MP&L, as noted in the subject letter, considered this submittal to provide sufficient information for closure.
l l          (2) Humphrey Containment Concerns.
MP&L letter AECM-82/641, dated December 31, 1982, advised your Staf f of a l
!                  delay in the submittal schedule for information requested by the Nuclear Regulatory Commission (NRC) and its consultants. Justification for this delay was also provided in that MP&L letter and pertained to a reallocation of resources by MP&L to address questions of the Containment Issues Review Panel. A final report addressing the NFC Staff consultant concerns and questions raised by the Review Panel is currently scheduled for mid-March, 1983.        Consistent with your letter of January 12, 1983, MP&L considers this information to be confirmatory and should have no impact on the full power licensing schedule. This change in schedule was also discussed with members cf the Containment Systems Branch one of whom is participating as an observing member of the Containment Issues Review Panel.

Item 3 of the NRC letter to MP&L referenced above, was apparently mislabeled as " Soil Structure Interaction." This item pertains to
          -discussions at the same July 16, 1982, reeting with the NRC Staff

(Structural Engineering Branch) on the subject of masonry wall (CMU) design and construction. MP&L's responses to the NRC informal questions were provided in letter AECM-83/0051, dated January 28, 1983. As noted in the referenced NRC letter, no specific schedule was set for this submittal, primarily due to the confirmatory nature of the information and the MP&L/NRC as;reement to have all required design changes implemented prior to startup from the first, regularly scheduled, refueling outage.        (

The referenced July 16, 1982, meeting also addressed the soil-structure interaction (SSI) issue. At that meeting MP&L preeented responses to the NRC Staff's infcrmal questions. From that meeting, it was our understanding that MP&L's actions were complete for SSI and that the NRC would evaluate the responses and advise MP&L if the proposed approach was acceptable. The NRC Staff's re ; ponce was recently received by MP&L (Schwencer to McGaughy, dated January 12, 1983, MAEC-83/0013) and is currently being reviewed.
It should be noted that for the subject items where a committed schedule had been established, a timely response was provided by MP&L. Furthermore, the single item representing possible impact to the full power licensing schedule (Item 1) was submitted for the NRC Staff's review some two months ahead of the committed schedule.
In light of the misunderstanding represented by this exchange of information, MP&L suggests that closer cooperation is called for between our licensing staffs. More specifically MP&L requests prior advisement by your Project Manager of the general content of any formal requests for information required to supp rt your review or for information on status and schedule.
This enables MPan to commence the required action at the earliest possible point and, in some cases, to avoid an unnecessnry exchange of formal correspondence. Our licensing staf f has been directed to maintain close contact with your Project Manager for Grand Gulf, providing him with frequent updates on submittal content and schedule, as well as responding to his requests for additional information.
As you are aware, MP&L is committed to cooperating fully with your Staff in the Grand Gulf licensing effort.        Our letter to you. AECM-82/358, dated October 14, 1982, transmitted the results of our review of the operating license, SER, and its supplements issued to date. This report provided, for your use, status information, suggested clarifications and corrections to the j    operating license, and identified areas where the NRC Staff's review was apparently incomplete or inaccurate, and in need of update. Since that i
submittal, a more comprehensive review has been in progress by our licensing l
staff. This updated review is currently scheduled for transmittal to the NRC in early March, 1983.        The overall goal of this effort is to support your

MIT,CIS:!IPPI POWER Q LIT 2HT COMPANY review and to obtain the most complete and accurate SER supplement and full power license possible. In addition, as was accomplished just prior to the issuance of the SER on Grand Gulf and the low power opercting license, MP&L is prepared to station, in the Bethesda area, principal members of our licensing staff to assist, as requested, in the final resolution of open items and the review of the final SER supplement and full power license amendment.
MP&L is confident that you are in agreement with our philosophy that close cooperation contributes to the efficient and effective use of resources and to a more accurate and complete end product. MP&L has generally realized this cooperation in the past and suggests that mutual steps be taken to assure that it continues. Please advise this office of any measures in addition to those already discussed that MP&L can take to achieve this goal.

Request for Additional Information - Past Due Submittals During the review of input for the forthcoming Supplement to the Grand Gulf Safety Evaluation Report, we have become aware that certain information submittals requested from MP&L are past due. Most of these submittals fail to meet a schedule set and committed to by MP&L. Some of the information is required to close out full power issues while some is to be reviewed during the first operating cycle.
You should review the issues listed below and plan to provide submittals to us on a schedule that will not impact the licensing process.
The following three information submittals are past due:
(1) Deep Draft Pumps - Trending Analysis By letter dated August 9,1982, MP&L cocitted to provide a summary of the trend analysis program for deep draft pumps by December 1982.
This information was required for our review of deep draft pump reliability. The lack of this information may impact full power licensing since in this area, only low power operation has been approved.
(2) Humphrey's Containment Concerns By letter dated December 3,1982, MP&L connitted to have all the information requested by the staff and their consultants submitted by the end of December 1982. At this time, responses to some of the consultant's questions have not been submitted. It appears that this information will be confirmatory in nature and not required to justify full power licensing.

l (3) Soil Structure Interaction                                            ,
During a meeting at Bechtel-Gaitheesburg on July 16, 1982, MP&L committed to provide additional information on the generic methodology that justifies the use of an average acceleration of two adjacent floors for wall design. No specific schedule was established but six months should have been a sufficient time to generate this response.. The information is required for our
              . continuing review during the first operating cycle and is not required to justify full power licensing.
