VIOLATION 50-424: 425/96-03-05 The following is a transcription of the violation A as cited in the Notice of Violation (NOV): | |||
"During the NRC inspection conducted on April 14 through May 25,19~ o, a violation of NRC | |||

requirements was identified. In accordance with the ' General Statement of Policy and Procedure for NRC Enforcement Actions,' NUREG-1600, the violation is listed below. | |||
i License Condition 2 (E) to Licensee Number NPF-68 issued March 16,1987, and License Number NPF-81 issued March 31,1989, requires the licensee fully implement all i | |||
provisions of the NRC approved ' Alvin W. Vogtle Nuclear Plant Physical Security Plan.' | |||
Paragraph 5.3.2 of the Physical Security Plan requires that non-designated vehicles be adequately searched prior to entry into the protected area. | |||
Procedure 90015-C, Vehicle Access, Step 4.10.4 requires an adequate search of non-designated vehicles prior to entry into the protected area. This procedure specifically requires that accessible, closed compartments and containers on a vehicle be inspected prior to protected area admission. | |||
Contrary to the abose, on May 23,1996, an inadequate search was conducted on a non-designated vehicle in preparation for entry into the protected area. Specifically, the security officers failed to search a chain storage locker attached to the tmck tractor cab. | |||
This is a Severity Level IV violation (Supplement III)." | |||

l The violation was a result of personnel error. This violation occurred on May 23,1996, when a security oflicer failed to search the interior of a chain storage locker attached to the truck tractor cab. The officer was cognizant of the procedural requirements to conduct an adequate vehicle I | |||
