Impacted aquifer The water-bearing zone to which this Classification Exception Area (CEA) will be applied consists of the hydraulic fill, structural fill, and riverbed deposits of the shallow, wvater-bearing unit. In the area of the Station, this unit ranges from 20 to 45 feet in thickness and is separated from underlying formations by an approximately 15-foot layer of gray clay previously characterized as the Kirkwood Formation. Groundwater occurs at an average depth of nine feet below land surface and flows radially outward from the Station structures within the cofferdam and towards the Delaware River. Figure D-2 (attached) depicts groundwater elevation contours observed in March 2004. Based on aquifer testing completed at the Station, the average hydraulic conductivity determined for the water table aquifer was 1.13 feet per day.

This estimate is based on the results of a numerical model generated using MODFLOW, that can predict tritium concentrations based on aquifer characteristics (e.g., hydraulic conductivity, gradient, etc.) and considering various pumping scenarios. The results of the groundwater model are presented in Appendix B of this report. In accordance with N.J.A.C. 7:26E-8.6, the duration of the CEA will be reevaluated on a biennial basis.

ARCADIS Appendix C Pilot Study Water-Level Monitoring Procedures

ARCADIS Appendix C Water-Level Monitoring Procedures Using a Data Logging Pressure Transducer The water levels will be measured in the identified wells every half hour for the first two months of the pilot test period.

Monitoring will be collected with dedicated data-logging pressure transducers. The depth to water will be measured manually during setup, QA checks, and removal of the data loggers. These manual measurements will be compared to the data logger readings in the field, to be sure that the electronic data loggers are operating properly at the time of installation. Additional QA/QC procedures are presented later in this section.

Contingency procedures to address problems with the operation of the data loggers are presented.

The pressure transducer (XD)/data logger instrument to be used in each well will be a Troll rated at 30 psi and manufactured by In-Situ Inc. of Laramie, Wyoming. This type of XD/data logger will be used because of its reliability, accuracy, and ability to be fully self-contained and locked inside a well casing. The specific steps to install, operate, check, and remove the Troll pressure transducer/data logger during the pilot test are listed below.

Pressure Transducer/Data Logger Installation

  • Open the well cap and place the well dock (used for anchoring the Troll cable to the top of the well) into the well. Measure the distance between the top of the inner (well) casing and the top of the well dock and record this distance on the water-level monitoring field form.
  • Measure the depth to water manually with a graduated water-level meter (i.e.,

manual reading) from a marked reference point on the top of the well dock. Record the time and date that the measurement was taken and the depth to water on the field form.

  • Before lowering the Troll down into the well, measure from the Troll XD sensor up along the cable a sufficient distance that will place the sensor greater than 5 feet below the water surface and more than 2 feet from the bottom of the well. Mark the cable at this measured point (to the nearest 0.05 feet) with a small piece of tape. Record the Troll model number, psi rating, and serial number on the field form.
  • Gently lower the Troll XD/data logger and cable into the well until the mark on the cable (tape) is aligned with the top of the well dock. Be careful to prevent the Troll sensor from coming in contact with sediment at the bottom of the well. Secure the Troll at the proper position with the well dock and wrap duct tape overlapping the cable and service grip to ensure that the cable will not slip during the pilot test operation.

ARCADIS

  • Connect the Troll to a laptop computer with the proper software loaded (WinSitu).

Prompt the Troll for a height of water above the sensor reading (XD reading).

Check to see that the XD reading is approximately equal (+/- 0.1 feet) to the depth below water at which the Troll was installed. As a check of the Troll operation, raise the sensor from its resting position by lifting the cable approximately 0.5 feet.

Prompt the computer for another XD reading and see if the value has changed (decreased) approximately the same distance that the cable was lifted. Return the sensor to its resting position and recheck the XD reading to see if it matched the depth below water at which the Troll was installed. Record all above readings on the field form.

  • Obtain a manual reading and XD reading every I-minute for at least three minutes and record the readings on the field form. Once three consecutive sets of readings agree and change less than 0.02 feet, then the Troll is ready to program.

Program the Troll to record XD readings every 30 minutes starting on the next half hour interval. Program the Troll for the scheduled start by recording a XD and manual reading simultaneously within 5 minutes of the half hour. Write these values on the field form and type the XD value into the computer as the reference number. Be sure that the reference number will be set at the time of the scheduled start. Record the programmed start time on the field form.

  • A few minutes after the first half hour reading, recheck to see that the Troll recorded the first half hour reading and therefore, is programmed properly. Collect a manual and XD reading at the same time and record the time and values on the field form.

Pressure Transducer/Data Logger Operation, QA Check and Dowsvnload The pressure transducer/data logger operation shall be checked and downloaded during the operational period: at one week, two week, and the monthly intervals. The QA check will be conducted as follows:

  • Remove the well cap and connect the Troll to a laptop computer. Prompt the Troll to see that it has been collecting data. Download the XD data that has been collected since the setup or previous download onto the laptop computer hard drive and a disk. Record the computer file name, the well ID, and time period of water-level measurement in a field book.
  • Collect two or three simultaneous manual readings and XD readings and record the time, date, and readings on the field form. Confirm in the field that the manual readings and XD readings are equal (+/- 0.05 feet).
  • If there is a difference between the manual and XD readings of greater than 0.2 feet, then the followings steps will be taken:
1. Inspect the transducer cable connection at the top of the well to see if there is evidence of the cable having slipped or moved. Remove the water-level meter from the well, check that the tape is in good condition, lower the water-level meter probe back into the well, and measure and record three

ARCADIS additional XD readings and manual water-level readings over a 3 minute period. Compare the manual and data logger readings again.

If there is still a greater than 0.2 foot discrepancy then fill out the instrument malfunctioning contingency plan field form and follow the next step(s) as necessary.

Review the data collected so far to see if there is a noticeable data shift that could be indicative of a sudden movement of the data logger position in the well. If a data shift is not observed then,

Telephone the In-Situ Inc. company (telephone number 800-446-7488) and speak with a technician to troubleshoot the observed discrepancy between the manual and XD readings. If the greater than 0.2 foot discrepancy cannot be resolved then,

Telephone the Project Manager and discuss the instrument discrepancy and actions taken, and collectively decide whether to replace the data logger unit.

If the data logger is removed and replaced with another data logger, the data will be downloaded from the removed data logger and the data logger will be shipped to the manufacturer for re-calibration.

Impacted aquifer The water-bearing zone to which this Classification Exception Area (CEA) will be applied consists of the hydraulic fill, structural fill, and riverbed deposits of the shallow, wvater-bearing unit. In the area of the Station, this unit ranges from 20 to 45 feet in thickness and is separated from underlying formations by an approximately 15-foot layer of gray clay previously characterized as the Kirkwood Formation. Groundwater occurs at an average depth of nine feet below land surface and flows radially outward from the Station structures within the cofferdam and towards the Delaware River. Figure D-2 (attached) depicts groundwater elevation contours observed in March 2004. Based on aquifer testing completed at the Station, the average hydraulic conductivity determined for the water table aquifer was 1.13 feet per day.

Pursuant to N.J.A.C. 7:9-6.5, groundwater in the area of the Station is presently designated as Class Il-A.

The primary designated use for Class Il-A ground water is potable water; secondary uses include agricultural and industrial water. The Station is serviced by six public, non-community water supply wells maintained by PSEG Nuclear, LLC. There are no known domestic, irrigation, industrial, or public supply wells within the proposed boundary of the CEA.

Consequently, this CEA was developed based on trends in tritium concentration as predicted using MODFLOW (see Appendix B of this report). The New Jersey Class Il-A ground water quality criteria and federal drinking water standards for Tritium are listed below in picocuries per liter (pCi/L). All constituent standards (N.J.A.C. 7:9-6) apply at the designated CEA boundary.

Tritium 20,000 20,000 Projected term of CEA The duration of the CEA is estimated to be ten years. This estimate is based on the results of a numerical model generated using MODFLOW, that can predict tritium concentrations based on aquifer characteristics (e.g., hydraulic conductivity, gradient, etc.) and considering various pumping scenarios. The results of the groundwater model are presented in Appendix B of this report. In accordance with N.J.A.C. 7:26E-8.6, the duration of the CEA will be reevaluated on a biennial basis.

CEA boundaries The horizontal boundaries of the CEA are depicted on Figure D-3 (attached). The boundaries of the CEA include the area currently indicating concentrations of tritium in groundwater above the applicable New Jersey Groundwater Quality Criterion of 20,000 picocuries per liter (pCi/l). Vertically, the CEA will be applied to the hydraulic fill, structural fill, and riverbed deposits of the shallow, water-bearing unit, which range in thickness from 20 to 45 feet. Based on the results of groundwater modeling (see Appendix B), the proposed remedial alternative (groundwater extraction) should prevent the further migration of tritium; therefore, the CEA was not expanded beyond the currently delineated area of groundwater indicating concentrations of tritium above 20,000 pCi/L.
