Technical Specifications

Dear Mr. Giambusso:

Mr. D. L. Ziemann's letter to Mr. J. D. Phillips of January 10, 1975, transmitted model Technical Specifications for air filtration systems for us to submit as a proposed amendment to our license.

We have reviewed these model Technical Specifications and find that they incorporate many conditions contained in the Standard Technical Specifications (STS) which are currently in a developmental stage.

Thus, our incorporation of these model specifications at this time would detract from the STS development.

In addition, our design does not allow us to incorporate all of the model l

Technical Specifications and our laboratory facilities are not capable of performing the surveillance required.

Our present limiting conditions for operation and surveillance requirements ensure high confidence that the systems will function reliably at a degree of efficiency equal to or better than that assumed in the accident analyses and we feel that the cost of implementing the additional requirements of the model Technical Specifica-tions will far exceed any benefits, if any, that are gained.

For these reasons, we do not consider it appropriate to incorporate these model Technical Specifications on Arkansas Nuclear One-Unit 1.
