I, Daniel 0. Hirsch, being duly sworn do depose and state as follows:

1.

I am currently employed by the Regents of the University of California as a 'Tisiting Lecturer at its Los Angeles campus, currently teaching energy issues with a focus on nuclear power. I have had the academic appointment of Lecturer and Visiting Lecturer at UCLA for the last seven j

years, through the Council on Educational Development, an interdisciplinary program of the UCLA Academic Senate. My appointment at UCLA has been on a part-time basis.

2. The remainder of my professional time in the last ten years has been spent as a researcher for and technical advisor to the Committee to Bridge the Gap, focusing in the last few years on' nuclear questions.

3. I have testified before numerous hearings on nuclear matters, including the U.S. Radiation Policy Council and the Energy, Environment and Natural Resources Subcommittee of the Government Operations Committee of the U.S. Congress.

4. I have acted as Senior Researcher for and chief author of numerous studies by the Constittee to Bridge the Gap on nuclear matters, including studies of the SRE partial core meltdown, history of criticality accidents in the United States, ' ocean disposal of nuclear wastes, review of radiation monitoring at the Santa Susana Field Labcratory, and substantial portions of CBG's documents on the UCLA reactor.

5. I have read all filings by Staff and Applicant in this proceeding to date, including the Application, have read substantial partions of the docket for this reactor prior to the request for relicensing, as well as substantial portions of the operating logs, annual reports, and other documents made available to date by Applicant, and have conducted preliminary research into the technical literature on matters related to C&'s contentions.

6. I am committed to reading any written testimony on which I an asked by Intervenor's counsel to examine or cross-examine and any documents to be used or referred to in the course of the examination or cross-examination.

7. I am a magna cum laude graduate of Harvard Univerdty, in Special Studies.

8. I am an active member of the Los An;;eles Federation of Scientists.

9. I have to date, and commit..myself to in the future prepare myself to conduct a meaningful and expeditious examination or cross-examination.

10. I have been actively involved in the technical aspects of preparation of contentions, interrogatories and res>onses to interrogatories and believe myself to be technically competent to arsist CBG in examination or cross-examination of witnesses on at least some aspect or aspects of each contention admitted to date.
