VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES TO ACCOMMODATE CORE UPRATING Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests changes to the Operating License Nos. DPR-32 and DPR-37 and the Technical Specifications for Surry Power Station Units 1 and 2, respectively. The proposed changes and the supporting documentation will accommodate plant operation at an uprated reactor core power level of 2546 MWt. This is an increase of approximately 4.3% from the currently licensed power level of 2441 MWt. The proposed changes are included as Attachment 1. The supporting documentation for this request has been prepared in accordance with Westinghouse Topical Report WCAP-10263, entitled "A Review Plan for Uprating the Licensed Power of a Pressurized Water Reactor Power Plant," and utilizes NRG-approved methodology.

The proposed changes and the supporting documentation have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that the proposed changes and the supporting documentation do involve an unreviewed safety question as defined in 10CFR50.59, which requires NRC review prior to implementation. It has also been determined that the proposed changes do not create a significant hazards consideration as defined in 10CFR50.92. A discussion of the proposed changes and the bases for these determinations are included in Attachment 2. Supporting documentation for the proposed changes is contained in the Surry Core Uprate Licensing Report (Attachment 3).
