Reference:

AEC Letter dated March 29, 1974 from A. Schwencer to R.C. Arnold. With regard to your letter dated March 29, 1974, we can advise that the Intergrated Engineered Safeguards Actuation Test (Test Procedure TP600/21) on Three Mile Island Unit No. I was conducted April 17, 1974 and the test results demonstrated that the Reactor Building Spray Pump Motors' acceleration time under in-plant test conditions was significantly faster chan the data previously supplied by the motor manuf acturer (which assumed constant reduced voltages), and that the test acceleration results show the motors acceptable.

Background

As detailed in our February 4,1974 letter to Dr. D.R. Knuth on the subject, the manuf acturer had advised that the Reactor Building Spray Pump Motors for Units Nos. 1 and 2 would not accelerate their driven loads within the specified six (6) seconds time at 80,% voltage. In our February 4,1974 letter we demonstrated by analysis that in operation the motor and load would accelerate to speed within six (6) seconds as specified because: 1 - The worst case voltage condition for starting the spray pump motors would result when using the emergenc/ diesel generators as the power source as opposed to of fsite system power. 2 - The 80*; voltage start and acceleration calculated by the motor manufacturer assumed constant voltage input to the motor. . powered.from the Emergency Diesel-Generator, provided for voltage recovery by the diesel generator voltage regulator to normal within approximately one (1) second, thereby producing a full voltage condition for rapid spray pump motor start and acceleration. TP600/21 Results Power conditions during the spray pump motor tests were verified by calibrated indicating instruments and a recording oscillograph. See Exhibits A and B. Attached hereto are copies of the oscillographic records of the integrated ESAS tests. For both the A string and B string tests, the left hand position of the attachments denotes con-ditions at the start of the test and the loss of normal voltage from the associated 4160 V bus. The right hand segment of the chart is a continuation of the first, but it shows only the conditicas when adding the Block 4 load. The starting of the diesel-generator and the Block Loads 1, 2 & 3 are omitted. Sprav Pump A ESAS Actuation A was activated with all injection components opera-tional. The 1D 4160 V. bus was tripped and the following electrical values were monitored: 1D bus potential 1A diesel-generator current lA R. B. Spray Pump Motor current Analysis of the attached oscillographic recording shows that the 1A pump reached running speed, as measured by the decay of motor starting current, in 2.40 seconds, during which a minimum bus voltage of 3750 volts (90% of 4160 V.) was experienced. Refer to Exhibit A. Sprav Pump B ESAS Actuation B was activated with all injection components opera-tional. lE 4160 V. bus was tripped and the following electrical values were monitored: lE bus potential 1B diesel-generator current 1B R. B. Spray Pump Motor current Analysis of the related oscillographic recording shows that the IB pump reached running speed, as measured by the decay of motor starting current, in 2.48 seconds, during which a minimum bus voltage of 4074 volts (98% of 4160 V.) was experienced. Refer to Exhibit B. We believe the results of TP600/21 verify the adequacy of the Three Mile Island Unit - 1 spray pump motors as anticipated in our February 4, 1974 letter.
