{{#Wiki_filter:REACTOR OVERSIGHT PROCESS ENHANCEMENT - PHASE 2 SIGNIFICANCE DETERMINATION PROCESS TEAM CHARTER I.      Background In January 2018, the Executive Director for Operations established a transformation team to identify potential transformational changes to the U.S. Nuclear Regulatory Commissions (NRCs) regulatory framework, culture, and infrastructure to further enhance the agencys effectiveness, efficiency, and agility. The team provided the Commission the results of its review in SECY-18-0060, Achieving Modern Risk-Informed Regulation, dated May 23, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18110A186) and recommendations to enhance the Reactor Oversight Process (ROP) in a memorandum dated October 19, 2018 (ADAMS Accession No. ML18292A594). In addition, on September 19, 2018, the Nuclear Energy Institute (NEI) submitted a letter to the Director of Office of Nuclear Reactor Regulation (NRR) to consolidate and prioritize industry recommendations to enhance the ROP (ADAMS Accession No. ML18262A322). The letter offered recommendations in several areas, including the Significance Determination Process (SDP).
NRRs Division of Risk Assessment (DRA) was given primary responsibility for the SDP recommendations taken from both the transformation team and the industry through the NEI letter noted above. In total there were 10 recommendations that were evaluated and dispositioned during this process. Six recommendations were closed after evaluation with no further action, two recommendations were closed to actions already underway or completed, and two recommendations require industry actions to move forward. A memo capturing relevant aspects of the history of the SDP and the basis for the disposition of each recommendation is available in ADAMS Accession No. ML19144A190.
II.      Purpose The purpose of this team is to track the remaining items in the SDP thematic area associated with Phase 2 of the ROP Enhancement effort.
III. Tasking A. Develop and issue Inspector Newsletter on obtaining and installing SAPHIRE and SPAR Engage with Office of Nuclear Regulatory Research (RES) to develop content (PowerPoint slides, user guides) for use of SAPHIRE and SPAR for Inspectors B. Develop examples that can be used during workshops and that are available to Inspectors to see how to use the tools C. Obtain guidance and feedback from Regions on Inspectors use of SAPHIRE D. Conduct workshops using appropriate communication tool (e.g., Skype, counterpart meetings) based on feedback received E. Monitor incoming findings for common cause issues that could use the pilot process
 
F. Develop Risk Assessment Standardization Project (RASP) guidance for common-cause failure (CCF) based on results of pilot and efforts from RES G. Finalize Integrated Decision-tree Human Event Analysis System (IDHEAS) event and condition assessment-(ECA) tool which would be able to assess at-power, shutdown, in-control room, ex-control room, and FLEX human actions H. Present results to NRC management for continuing actions if necessary (e.g., replace SPAR-H as the NRC Human Reliability Analysis (HRA) tool)
