On March 12, 2012, the NRC issued Reference 1 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 2 of Reference 1 requested that each licensee perform a reevaluation of external flooding sources and report the results in accordance with the NRC's prioritization plan. South Carolina Electric & Gas (SCE&G)submitted theflood reevaluation for V.C. Summer Unit 1 (VCSNS) in Reference
: 2. Reference 2 contains interim actions that SCE&G has taken or plans to take to address higher flooding hazards relative to the design basis until the integrated assessment is completed.
The enclosed table provides a list of the interim actions taken or planned to be taken as contained in Reference 2 along with additional supporting details and the dates by which they have or will be implemented.

CR-12-04133 (Flooding Reevaluation Report Reference 4.4.1)During review of site flood protection design in accordance with NEI 12-07a, in response to Fukushima NTTF Recommendation 2.3-Flooding, the Flooding Walkdown Team identified discrepancies related to site dams and embankments.
The following was identified during the study of site topographical surveys performed as part of Fukushima Recommendation 2.1/2.3 response (Performed per PO# NU-02NN747697).
The surveys were submitted with accuracy of 0.1 feet at the dam/berm profiles.* The North Berm (DE-1) was identified as having local low points in crest at elevation 437.7 feet.* The SW Pond North Dam (DE-2) was identified as having low points in crest elevation of 437.1 feet.* The SW Pond East Dam (DE-3) was identified as having low points in crest elevation of 437.5 feet.FSAR Section 2.10 states that the crest of the North Berm, SW Pond North Dam, and SW Pond East Dam are all at elevation 438.0 feet. The 438.0 feet elevation was determined to be sufficient to protect the site's Seismic Category 1 structures from coincident wind-wave activity along with PMF (probable maximum flood of Frees Creek). The maximum wave run-up on the North Berm is 436.6 feet (Reference FSAR Section 2.4.3.6) and the maximum wave run-up for the Service Water Pond North and East dam was determined to be elevation 435.9 feet (Reference DC02230-005 Rev 1).Although the Dam/Berm crest elevations are below 438.0 feet, there is still available physical margin between the current Dam/Berm crest elevation and the maximum wave run-up elevation.
It is also noted that the SW Pond North and East dam require protection against wind-wave activity generated in the SW Pond. The maximum elevation of wind-wave run-up generated in the SW Pond is 433.6 feet, which is bounded for the SW Pond North and East dam by the wind-wave activity from Monticello Reservoir.

The impact of the current low-point elevations is a reduction in margin. The probable cause of the event was original construction of the North Berm and SW Pond Dams and West Embankment.
A contributing factor is potential erosion and settlement of the earthen structures.
Actions Planned: Action 1 in this CR has been initiated for Design Engineering to provide necessary information for procedural updates to begin 10 year elevation surveys of the North Berm. (Updates to CV-01, CMP-700.001, ES-400 will be reviewed for Applicability.)
Take elevation measurements at 50 foot intervals along crest of North Berm. Continue measurements from the Circulating Water Intake Structure to the Monticello/Fairfield Dam for at least two 50 foot intervals on the dam.Action 2 has been initiated to initiate Preventative Maintenance (PM) Task to perform the 10-Year Elevation Surveys of the North Berm.Implementation Date: 2/28/2014 CR-I 2-03267 (Flooding Reevaluation Report Reference 4.4.2)During review of the site flood protection design in accordance with NEI 12-07a, in support of Fukushima NTTF Recommendation 2.3-Flooding, a discrepancy was noted between the FSAR stated site maximum ponding level and the Nuclear Safety Related building flood protection features.The probable cause of the condition appears to be facility design errors during original plant licensing and construction.
The original flood protection analysis to protect site from local intense precipitation (LIP) was deemed inadequate by NRC as documented in FSAR Question 371.1. The NRC position was that the subsurface storm water drainage system design did not adequately consider blockage in original analysis.
The NRC requested the site re-analyze the effects of LIP on site flooding considering partial or total impairment of the subsurface drainage system; and that if only partial impairment is assumed the site must demonstrate it as a conservative assumption.
In response, the site revised the FSAR section 2.4.3.1.3 to provide information from an analysis for a 6-hour PMP assuming total impairment of the subsurface drainage system, using only Attachmcnt 111, Opcrations Administrative Proccdurc, OAP 109.1 new En.co'-Sr E "Guidclincs for SAndbagging Ground 1o eve, Plant Dears" transmitted herewith contafins scnsoithc inform~matin.

The overland flow analysis took into consideration the available site storage area up to elevation 436 feet along with the assumption that the road centerlines were at elevation 436 feet and bound the site. A weir flow was then assumed over the road crest and it was determined that during the 6-hour PMP the ponding elevation will not rise above elevation 436.15 feet. The value was greater than the original high ponding elevation of 435.4 feet when considering a functioning subsurface drainage system. The delta between the 436.15 feet and 435.4 feet elevation appears to have not been properly evaluated for the effect it could potentially have on plant equipment considering the Seismic Category 1 building door thresholds were at approximate elevation 436 feet. The potential for water infiltration into buildings, then migrating down to lower elevations via open passageways was not properly documented in the site design documentation.
Additional analysis was performed as part of NTTF 2.1-Flooding Hazard Re-Evaluation and concluded that the actual site ponding elevation due to the design basis PMP event was 437.5 feet on the West Side of the Power Block and 436.5 feet on the East Side of the Power Block.Interim Actions: Immediate actions were required.
At the time the CR was written, Security initiated additional checks for Protected Area (PA) manhole drainage.
Patrol Officers were directed to inspect drainage manholes inside the PA to ensure no drainage issues. Civil Maintenance is currently performing these inspections following the below specific instructions for conducting an inspection:
General visual inspections are performed on each catch basin shown on drawing 743-001 for catch basin manhole inlet blockage as well as for potentially transportable materials in the immediate vicinity that could result in manhole blockage.* Any blockages or debris on the catch basins grating should be removed during the inspections; this includes any rocks, plastic materials, or other debris. CRs are initiated as necessary to trim grass or other vegetation back to at least 6 inches clear all around the grating.* If the debris cannot be removed by personnel during normal inspections, a new CR should be written to document the deficiency.
Operations has updated the Operations Administrative Procedure, OAP-1 09.1 to include"Guidelines for Sandbagging Ground Level Plant Doors" in a new enclosure E. This new enclosure provides direction on when, where to, and how to install the available sandbags to protect power block structures during LIP event. Enclosure E also provides the storage location and proper storage condition of sandbags when not in use. The storage containers for the sandbags are maintained in a suitable storage location.
The sandbags and containers have been pre-inspected and sealed for transport into the protected area for a timely deployment.
