The U.S. Nuclear Regulatory Commission (NRC) staff was directed by staff requirements memorandum (SRM) COMGEA/COMWCO-14-0001, to conduct a lessons-learned review of the force-on-force (FOF) inspection program. The purpose of this review was to evaluate whether any adjustments are necessary to ensure that NRC-conducted FOF inspections accomplish intended objectives effectively, and whether the NRCs and licensees efforts are focused on the most important issues to ensure safety and security at the sites. As part of the lessons-learned review, the NRC staff held a public meeting, including open and closed sessions, on May 5, 2014, to discuss the FOF program and the questions posed by the Commission in the SRM. The Nuclear Energy Institute (NEI) provided input during this meeting and by letter dated June 11, 2014, (Agencywide Document Access and Management System (ADAMS) Accession No. ML14163A727). The NRC staff considered NEIs input, as well as that provided by other stakeholders, in SECY-14-0088, dated September 19, 2014 (ADAMS Accession No. ML14139A215).
 
The results of the lessons-learned review and the responses to the nine questions posed by the Commission were provided in an enclosure to SECY-14-0088. The enclosure is not a publically available document, and is controlled Official Use Only - Security Related Information. On October 22, 2014, you requested a copy of that enclosure (ADAMS Accession No. ML14316A236 ). The NRC has determined that NEI, its Nuclear Security Working Group, and power reactor Chief Nuclear Officers have a need-to-know the information contained in the enclosure because the FOF inspection program is a significant program that impacts certain NRC licensees represented by NEI. The information in the enclosure provides the NRC staffs rationale for the commitments and recommendations in the paper, and the NRC staffs approach on several important issues concerning the NRC staffs conduct of the FOF program.
