AEROTEST OPERATIONS, INC., AND NUCLEAR LABYRINTH LLC - REQUEST FOR ADDITIONAL INFORMATION RE: APPLICATION FOR APPROVAL OF INDIRECT TRANSF ER OF CONTROL OF LICENSE OF AEROTEST RADIOGRAPHY AND RESEARCH REACTOR PURSUANT TO 10 CFR 50.80 (TAC NO. ME8811)

Dear Mr. Brisighella and Dr. Slaughter:

By letter dated May 30, 2012, as supplemented by letters dated July 19, 2012, and October 15, 2012, (available in the U.S. Nuclear Regulatory Commission (NRC) Agencywide Documents Access and Management System (ADAMS), Accession Nos. ML12152A233, and ML122021201 and ML12291A508), Aerotest Operations, Inc. (Aerotest) and Nuclear Labyrinth LLC jointly submitted an application requesting NRC consent, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Section 50.80, for the indirect license transfer of the Aerotest Radiography and Research Reactor (ARRR) Facility Operating License No. R-98. The indirect license transfer would occur as a result of the proposed sale of Aerotest by Autoliv ASP, Inc., to Nuclear Labyrinth LLC.

During our review of your application, questions have arisen for which we require additional information and clarification. Please provide responses to the enclosed request for additional information within 30 days of the date of this letter. Enclosure 1 is a proprietary version of the request for additional information. Enclosure 2 is a public version of the request for additional information.

We plan to discuss these questions and your tentative response during a public meeting to be held at the NRC offices in Rockville, Maryland, on December 19, 2012. A meeting notice providing additional information about the meeting has been published and can be accessed at ADAMS Accession Number ML12338A001.

In accordance with 10 CFR 50.30(b), your response must be executed in a signed original document under oath of affirmation. Your response must be submitted in accordance with 10 CFR 50.4, "Written Communications." Information included in your response that is considered to be security, sensitive, or proprietary, that you seek to have withheld from the public, must be marked in accordance 10 CFR 2.390, "Public inspections, exemptions, requests

for withholding."
