On December 21, 2017, I acknowledged the receipt of your electronic correspondence to the U.S. Nuclear Regulatory Commission (NRC) dated December 4, 7, 15, and 18, 2017. Our acknowledgement letter and your four emails, along with their attachments, have been added to ADAMS1 as public records. With respect to your concerns with emergency preparedness around Seabrook Station, we have responded to those concerns in the past. Most recently, we also responded to the towns of Amesbury and Salisbury on many of these same issues; copies of those letters are enclosed. As noted in these two letters, the State's radiological emergency plan for implementing those decisions was developed by the Massachusetts Emergency Management Agency (MEMA) and subsequently approved by the Federal Emergency Management Agency (FEMA). Additionally, FEMA evaluates the implementation of the State's radiological emergency plan during emergency exercises conducted on a biennial basis to ensure continued reasonable assurance. The most recent exercise for Seabrook was conducted on April 5, 2016. The results of FEMA's exercise evaluation can be found in the Seabrook Station After Action Report issued July 8, 2016 (ML16363A414). The next FEMA evaluated exercise is scheduled to occur in April 2018. As you noted in your emails, MEMA is well aware of your various concerns with emergency preparedness around Seabrook Station, including the alleged reservations of first responders and the purported "gag" orders on the MA State Police. Again, we are unaware of any current "gag" order, and have not directly received concerns from any first responder in Massachusetts or New Hampshire in the last four years. The Region I office of FEMA was also provided a copy of our letters to Amesbury and Salisbury. As the evaluation of the adequacy of offsite emergency plans is FEMA's legal responsibility (with the NRC's jurisdiction limited to the adequacy of the licensee's onsite emergency preparedness program), you would need to deal directly with those organizations on those concerns. We suggest 1 Designation refers to an Agencywide Documents Access and Management System (ADAMS) accession number. However, we do not have any regulatory authority over this particular matter. Finally, regarding your remaining concerns with counterfeit and substandard parts, recent and past actions by the NRC Office of Inspector General, and other alleged actions by former employees of the NRC over 20 years ago, we believe this office addressed those issues to the best of our ability in correspondence dated February 12 (ML14043A360) and October 21, 2014 (ML16021A327), April 2 (ML15092A539) and November 19, 2015 (ML16021A299), March 3 (ML16067A014) and November 14, 2016 (ML16320A025), and March 3, 2017 (ML17061A629).
