Dear Mr. Snyder:
This letter is in response to your April 3, 1981 letter concerning the routine inspection conducted by Ms. C. Sakenas on January 20-22, 1981.
The violation was identified, "Section 4.10.1 of the REG Technical Specifications requires that samples of filterable dust be collected weekly.
Contrary to the above, weekly filterable dust samples were not collected from the six onsite locations from March 30, 1979 to April 13, 1979."
On April 6, 1979, the normal day which the samples are collected, the weather was so inclement that the samples could not be picked up.
Since the Tech Spec indicates samples need only be collected and not counted, the individual in charge decided a two week composite sample would meet the intent of the Tech Spec.
The Tech Spec requires the samples be "collected."
Since filterable dust samples are normally a one week composite during which the samples are being collected continuously, it was thought that a two week composite would be sufficient to meet the Tech Spec requirements.
