Dear Mr. Denton:

Pursuant to our response to Criterion 3 in our letter AEP:NRC:0678H dated August 2, 1984, we have completed the evaluation of plant procedures to determine the steps necessary to safely provide instrument air to the reactor coolant sample valves inside containment.

This letter summarizes the results of this evaluation.

To provide instrument air to the sample valves during safety injection, the Phase A containment isolation signal would have to be reset to permit opening the four (4) containment isolation valves that supply instrument air to the sample valves.

The evaluation determined that resetting the containment isolation signal would not affect the status of any containment isolation valves, safety injection, or safety related equipment.

Therefore, we are incorporating procedural changes to permit resetting the containment Phase A isolation and open the containment isolation valves for instrument air.

These changes will be implemented by the end of January, 1985.
