ATTACHMENT Re:  Turkey Point Units 3 8i 4 Oocket Nos. 50-250, 50-251 IE Inspection Report 81-17
~Findi n 10 CFR 19.11 requires that licensees post 10CFR19, 10CFR20, the license, license conditions, operating procedures applicable to licensed activities, any notice of violation involving radiological activities, civil penalties, or orders. Oocuments, which are not feasible to post, may be listed in a notice stating where they may be examined. Notice of Violations, civil penalties and orders are to be posted within two working days after receipt and remain posted at least five days or until corrective action has been completed, whichever is greater.
Contrary to the above, notices to workers were not posted as required in areas of sufficient number to permit individuals engaged in licensed activities to observe them going to and from      their  work locations in that:
(1)    the Notice of Violation, issued on July 17, 1981,    was  not posted within two days of receipt and did not remain posted the    minimum  of five days; (2)    the order, issued July 22, 1981, to suspend use of the NFS-4 fuel element transfer cask was not posted within two days of receipt and did posted until corrective action was taken; and,              not'emain (3)    Parts  19 and 20 or the notice stating where these documents could be examined were not posted in the Nuclear Maintenance Bulding in a manner such that workers could review this notice going to and from their work locations.

: 1. FPL  concurs with the  finding.
: 2. The reason  for the finding was a lapse of application of administrative controls to the New Nuclear Maintenance Building.
: 3. As  corrective action, on August 21, 1981, a notice stating where the following documents could be examined was posted in the new Nuclear Maintenance Building 10 CFR 19 10 CFR 20 Facility Operation    Licenses Const ructi on  permi ts Atomic Energy Act, 1954 Energy Reorganization Act of 1974 Techni cal Speci ficati ons Envi ronmental Techni cal Speci ficati ons FSAR Final Environmental Statement, Units 3 8      4 Operating Procedures applicable to Units      3 5 4 10 CFR
