50-259 50-260 50-296 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 30 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1).

The other requir ed 10 copies of the amendment have been sent directly to the Browns. Ferry Project Manager to facilitate rapid handling of our request.

The enclosed specifications propose lowering of the group 1

isolation setpoint for reactor lower water level.

The proposed specifications are expected to result in incr eased plant availability.

In accordance with 10 CFR 50.91(a)(1) the determination of no significant hazards consideration is provided as enclosure 2.

The description and justification for the changes are provided in enclosure 3.

MSIV Water Level Isolation Setpoint Reduction,"

NEDE-30012, with Errata and Addenda No.

1 accompanying this application, is considered proprietary to the General Electric Company.*

The affidavit required by 10 CFR 2.790(b) is provided as enclosure 4.

The report considered proprietary is provided in enclosure 5.

We request that copies of enclosure 5 not be placed in the Public Document Room.

These, requested technical specification revisions are consistent with the Commission's guidelines of NUREG-0737, TMI Action Plan Requirements, Item II.K.3.16 for reducing challenges of relief valves.

For that reason we believe expeditious review and approval is warranted.

Mr. Harold R. Denton February 22, 1984 In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class IIIfor unit 1 and Class I for units 2 and 3.

These classifications are based on the facts that the proposed amendment involves a single safety issue which does not involve a significant hazard consideration for unit 1, and the pr oposed. amendments for units 2 and 3 are duplicates of the unit 1 proposed amendment.

The remittance for 44,800 (44,000 for unit 1 and

$800 for units 2 and 3) is being wired to the
